I’m going to ring Jill.
I am going to phone Jill. Implying that I will be using the phone to contact Jill.
If I was calling Jill I interpet that to mean I am going to Jill’s to visit. This came from the idea that one “called out ” to a residence when passing by to see if the person was home.
